Localisation (un)fulfilled: How can we foster accountability of international actors?
In December 2023, CHA and Caritas Europa published the report “Unfulfilled Promises: Addressing the gap between commitments and practice in locally led humanitarian action“. The report highlights issues faced by local actors in Lebanon and Colombia, and assesses ten largest donor countries and ten largest aid organisations’ support for locally led humanitarian action. The localisation index, developed for the first time within this report, showed how far international actors were falling short of their promises.
Clearly, localisation is a process, not a one-time change. Therefore, ten months later, we want to start checking-in on this: What is the current state of things? What has happened in the sector and in organisations since then? How can we foster accountability of international actors?
To discuss this, we will welcome representatives from local/national and international organisations.
